More filtering options when creating workload monitors

To help users more easily diagnose problematic workloads, we’ve added filters to workload monitors to give you more flexibility with what resources you get alerted on.
For each workload type, there is an available filter dropdown which shows the same list of options found on top level workload pages. With these new filters, you can now set up very specific monitors like “Notify me if dbt development costs spike above $100”.
